Missouri River Energy Services (MRES) extends its sincere thanks to the U.S. Army Corps of Engineers (USACE) for the great working relationship we have enjoyed for the past many years, from the permitting process through project completion. We are honored that Major General Diana Holland, Mississippi Valley Division Commanding General of the USACE provided the following special message for the dedication of the Red Rock Hydroelectric project.
“It is great to celebrate the dedication of the Red Rock Hydroelectric Project on the Red Rock Dam as a reliable, affordable, and environmentally sustainable source of power for thousands of homes in the states of Iowa, Minnesota, North and South Dakotas. The US Army Corps of Engineers worked closely with Missouri River Energy Services and the Federal Energy Regulatory Commission over the past eight years to develop the public private coordination, which culminated in the Section 408 approval and the issuance of the 404 permit. The Section 408 permit represents consent to modify a major Federal structure.
What makes this project unique is the construction for the Red Rock project penetrated an existing earthen Corps dam. There were multiple construction and dam safety considerations because it was to be built into an existing Corps dam.
None of this could have been possible without a successful public private coordination, which allowed us to expedite our reviews and approvals by synchronizing our actions, streamlining activities, sharing risks, and therefore providing significant life-cycle cost savings.
Moving forward, the USACE Rock Island District will continue to operate and manage the dam and river at the reservoir, and MRES will manage the Red Rock Hydroelectric Project. We look forward to working together to maintain the primary authorized purpose of flood risk reduction at Lake Red Rock.
